Dr. Tientip Subhanij

Chief, Investment and Enterprise Development, United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP)

Ms. Tientip Subhanij is Chief of Investment and Enterprise Development of United Nations ESCAP. She has more than 20 years of experience in macroeconomics, financial sector, international trade and investment issues. Throughout her career, she has served in several key managerial and professional positions in academia, government and private sector, including the Bank of Thailand, the Stock Exchange of Thailand, Bank for International Settlements and South East Asian Central Banks. At United Nations ESCAP, she has managed a large portfolio of work on climate finance, SME financing and infrastructure investment for a wide range of countries in Asia Pacific region and beyond. She provided advisory services on sustainable capital market development and successfully helped the Royal Government of Bhutan issue its first-ever sovereign bond in 2020. She is a founder of the Infrastructure Financing and Public- Private Partnership Network of Asia and the Pacific and is instrumental in mobilizing private finance for sustainable development. She has published widely in the areas of macroeconomics, financial market, international finance, business and investment. Ms. Subhanij holds a PhD in Economics from the University of Cambridge, United Kingdom.

Mr. Christopher Hui, JP

Secretary for Financial Services and the Treasury, Hong Kong SAR

Mr. Christopher serves on the boards of Mass Transit Railway Corporation Limited, Hong Kong Airport Authority and also as the Chairman of the Kowloon-Canton Railway Corporation.

Mr Hui was the Executive Director of the Hong Kong Financial Services Development Council. He spent 13 years at the Hong Kong Exchanges and Clearing Limited, having been the Managing Director for Market Development and Head of Project Management and also in various senior roles in Listing and Market Development.

Mr Hui holds Bachelor and Master (Hon) Degrees in Philosophy, Politics and Economics from the University of Oxford, and Master of Business Administration Degree from INSEAD. He also attended the Stanford Executive Programme (SEP).

Mr. Joseph H. L. Chan, JP

Under Secretary for Financial Services and the Treasury Financial Services and the Treasury Bureau Hong Kong Special Administrative Region

Mr Chan was appointed the Under Secretary for Financial Services and the Treasury on 16 August 2017.

Mr Chan has many years of senior executive experience in the banking industry. He was a Managing Director in the Global Markets Division of Credit Agricole Corporate & Investment Bank, and was a Managing Director in Financial Markets of Standard Chartered Bank.

Prior to joining the Government, Mr Chan held multiple roles in a number of public and professional bodies, including Vice President of the Hong Kong Society of Financial Analysts, Director of Hong Kong Securities & Investment Institute, Advisor of the Chinese Gold & Silver Exchange Society, as well as a General Committee member of the Hong Kong General Chamber of Commerce.

Mr Chan was also a member of the Central & Western District Council. Mr Chan holds a Bachelor of Arts in Economics (Hon) and Psychology from the University of Michigan, USA. He is also a Chartered Financial Analyst.

Mr. Tim Lui, SBS, JP

Chairman, Securities and Futures Commission (SFC)

Mr Lui is a Fellow Member of The Hong Kong Institute of Certified Public Accountants (HKICPA) and a Member of The Institute of Chartered Accountants in England and Wales. He was elected President of HKICPA in 1997.

He was a Partner of PricewaterhouseCoopers (“PwC”) in Hong Kong, Lead Director of the Board of Partners and a member of the Global Board of PwC International Limited.

Mr Lui has been active in public and community service. Currently, he is Chairman of the Education Commission and a member of the University Grants Committee and the Public Service Commission.

Currently, Mr Lui is a Director of the Academy of Finance. He is also a member of the Financial Leaders Forum and the Hong Kong Monetary Authority’s Exchange Fund Advisory Committee and Banking Advisory Committee.

Mr. Poon Kwok Ying, Raymond, JP

Deputy Director/Regulatory Services, Electrical & Mechanical Services Department Hong Kong Special Administrative Region

Ir Raymond KY POON is the Deputy Director of the Electrical and Mechanical Services Department. He is overseeing the enforcement of legislations in ensuring public safety on using electricity, gas, railway and other electrical and mechanical installations, and promoting energy efficiency and conservation as well as application of renewable energy in Hong Kong.

Ir POON has been working in the government for over 25 years and taken up professional and managerial roles in the areas of engineering services, project management, business development as well as regulatory enforcement. Ir POON received his Bachelor of Engineering degree in Electrical and Electronics Engineering and Master of Science degree in Environmental Management from the University of Hong Kong. He has also obtained his EMBA degree from the Chinese University of Hong Kong in 2019.

Ir POON is a fellow member of the Hong Kong Institution of Engineers (HKIE) and he was the Chairman of the HKIE Biomedical Division in Session 2017/18, Member of HKIE Council in Sessions 2018-2020. He is now serving as a Member of the HKIE Fellowship Committee.

Dr. William Yu

Founder & Chief Executive Officer, World Green Organisation

Dr. William Yu is the Founder and Chief Executive Officer of World Green Organisation (WGO). Dr. Yu is an energy economist and climate professional by training and completed his PhD at the University of Cambridge. He also earned an Executive MBA degree from the Thunderbird School of Global Management, Arizona State University in the U.S. Additionally, Dr. Yu had gained valuable regional management experience by working at US multinationals and a financial institution. Dr. Yu is currently the Adjunct Professor of several local and overseas universities.
Currently, Dr. Yu is the ESBN Task Force Member of The Economic and Social Commission for Asia and the Pacific (ESCAP) of United Nations. Dr. Yu sits in the Steering Committee of FOOD-CO of the Social Innovation and Entrepreneurship Development Fund. He also serves in the working group of Sustainability Charter, Hong Kong and Malmo, Sweden, and is a Faculty of The Hong Kong Green Building Council. Dr. Yu belongs to the Air Quality Objectives Review Working Group of HK Environmental Protection Department, and is a Member of the Appeal Board Panel, Town Planning as well as Sustainable Development Council, HK SAR Government.
Dr. Yu has served as Deputy Chairman of Final Judging Panel of Smart Living Award and Head Assessor in Smart Healthcare Stream, The Hong Kong ICT Awards. He is the Chairman of the Judging Panel of BDO ESG Awards. He advises investment banks and public accounting firms on Sustainable Investing and ESG reporting, respectively. Dr. Yu is also appointed as an Independent Non-Executive Director of a publicly listed company.

Dr Au King-lun

Executive Director, Financial Services Development Council (FSDC)

Dr Au is Executive Director of Financial Services Development Council (FSDC). Prior to joining the FSDC, he was President of Value Partners Group Limited. Dr Au also served as CEO of Eastspring Investments (Hong Kong) Limited and CEO of BOCHK Asset Management Limited. He also held various senior management positions at other financial institutions including Baring, GMO and HSBC Global Asset Management.

Dr Au was named CEO of the Year in Hong Kong by Asia Asset Management in 2012 and 2014. He was awarded the Medal of Honor by the HKSAR Government in 2008 for his valuable contributions to the securities and asset management industry. He was also the Chairman of the Hong Kong Securities and Investment Institute (HKSI) from 2006 to 2008 and the Chairman of the Hong Kong Investment Funds Association in 2004/2005.

Dr Au is currently serving as a Council member of the Hong Kong Institute of Chartered Public Accountants, an Index Advisory Committee member of China Securities Index Co., Limited and an Adjunct Professor at the University of Hong Kong among other public services.

Dr Au is a CFA Charterholder and a Senior Fellow of HKSI. He received his BA in Physics from the University of Oxford and PhD in Theoretical Particle Physics from the University of Durham.

Ms. Grace Hui

Head of Green and Sustainable Finance Hong Kong Exchanges and Clearing Limited

Grace Hui is the Head of Green and Sustainable Finance at Hong Kong Exchanges and Clearing Limited (HKEX) with responsibility for the development of HKEX’s green and sustainable finance programme. From 2013 to April 2020, Ms. Hui was the Chief Operating Officer of HKEX’s Listing Division responsible for structured products & fixed income, primary market information, listing policies, listing enforcement and accounting affairs. Prior to joining HKEX, Ms. Hui was with UBS in various roles including Chief of Staff and Global Chief Operating Officer of UBS Legal & Compliance Department. Mr. David Morris

David Morris is Vice Chair of the UN ESCAP Sustainable Business Network, the UN’s business advisory group for Asia Pacific, advocating business leadership in sustainable development. His consultancy, David Morris Projects, draws on a global network of experts to advise organisations on international and government relations, sustainable development, political risks and opportunities. He is a former Australian and multilateral diplomat, senior political adviser and trade official, with three decades of experience in Asia Pacific and Europe. He is currently completing doctoral research on new political risks of global interdependence at Corvinus University of Budapest, where he is Research Fellow conducting an Erasmus+ Jean Monnet Research Network on Europe – Asian relations. Dr. Yao Li

Dr. Li Yao has over 24 years of financial experience. Currently he is the regional Chief Investment Officer covering East Asia and Pacific area for International Finance Corporation (IFC) of World Bank Group, based in Hong Kong. Before this position, he spent over 4 years as the CEO of China-ASEAN Capital Advisory Company Limited, and the Chairman of Investment Committee of China-ASEAN Fund Management Company from mid of 2011 to early 2015.

In late 1990’s, Dr. Li was the co-head of Investment Banking Business for Bank of China (BOC) Group, where he was responsible for setting up the domestic securities business for BOC, and for providing advising services for AIG Asia Infrastructure Fund. Mr. Abayomi A. Alawode

He was most recently Head of Islamic Finance, overseeing the Bank’s global activities in this area. Previously, he worked in various capacities including as Practice Manager (Financial Systems Practice), Lead Financial Sector Specialist (East Asia and Pacific Region) and as Program Leader/Senior Financial Specialist (World Bank Institute).

He also served as Adviser, Financial Stability at the Central Bank of Bahrain from 2006 to 2010. Prof. Louis Cheng

Professor of Finance , School of Accounting and Fiance, The Hong Kong Polytechnic Univeristy

Dr. Cheng is a Professor of Finance and Director of Center for Economic Sustainability and Entrepreneurial Finance at the Hong Kong Polytechnic University. He is a member of the Investment Committee of the Hospital Authority Provident Fund Scheme in which he leads the effort in promoting ESG integration for an investment portfolio of about USD 7bil (as of 2018). Dr. Cheng actively engages in ESG and green finance research. In addition to publishing an article and a chapter on Green Bond, he received a grant from CEDB, HKSAR Government with a project cost of over HKD 1mil to conduct ESG training for accountants. His Center also received various donations to conduct research, focus groups and symposiums on ESG integration.

Dr. Cheng graduated with a DBA in Finance from Louisiana Tech University in 1989. He has been a CFPCM certificant since 2001. He has more than 90 articles published in research journals including the Journal of Finance. Mr. Jeffrey Kwok

Mr. Kwok is the Senior Manager (International Business) of Power Assets Holdings Limited. He joined the Company in 1981. Since then, he has been the key member of project teams developed over 4GW of power and renewable projects in and outside Hong Kong. Dr. Christian Hübner

Director of Konrad-Adenauer-Stiftung, Regional Project Energy Security and Climate Change Asia-Pacific (RECAP)

Since July 1st, 2019 Dr. Christian Hübner is the Director of the Regional Programme Energy Security and Climate Change in Asia-Pacific of the Konrad-Adenauer Foundation (KAS) based in Hong Kong SAR/PR China. Before, he has been the Head of the Regional Programme Energy Security and Climate Change in Latin America of the Konrad-Adenauer Foundation (KAS) based in Lima, Peru. Prior to this position he has worked as Coordinator for environmental, climate and energy policy within the KAS department of European and International Cooperation in Berlin. His thematic priorities are energy transition policy, geopolitics of energy security, economic evaluation of climate policy instruments and Blockchain-Technology. The three years before joining the foundation Christian Hübner has been research associate at a research institute of the Leibniz Association. There, as a trained economist, his focus has been on environmental economic analysis of ecosystems.

Mr. Jean-Sébastien Jacquetin

Mr. Jean-Sébastien Jacquetin has over 20 years of corporate and investment banking experience. Prof. Johnny Chan

Emeritus Professor City University of Hong Kong

Professor Johnny Chan has been an Emeritus Professor at City University of Hong Kong (CityU), where he was Chair Professor of Applied Physics/Atmospheric Science from 2000 to his retirement in June 2021. He had also served as the Founding Dean of the School of Energy and Environment (SEE) of CityU, Director of the Guy Carpenter Asia-Pacific Climate Impact Centre of SEE, CityU and the Director of the Shanghai Typhoon Institute of the China Meteorological Administration.

Professor Chan is internationally renowned in the research areas of typhoons, monsoons and climate change. He has published over 250 international journal articles and given close to 300 invited talks and conference papers. Professor Chan was a member of the Tropical Meteorology Research Working Group of the World Meteorological Organization of United Nations and the Chair of its Tropical Cyclone Panel between 2012 and 2018. He also serves in the editorial board of several international journals and book series.

Professor Chan’s honours include Honorary Fellow of the UK Energy Institute, Fellow of the American Meteorological Society, recipient of the International Journal of Climatology Award of the Royal Meteorological Society, Distinguished Meteorologist awarded by the Hong Kong Observatory, and a Senior Research Fellowship awarded by the Croucher Foundation.

Ms. Ka Shi Lau, BBS

Ka Shi Lau is the Managing Director & CEO of BCT Group – comprising BCT Financial Limited (“BCTF”) and Bank Consortium Trust Company Limited (“BCTC”), a key provider of MPF/ORSO products and best-in-class asset servicing for investment funds and pensions with BCTC being one of the largest trust companies in Hong Kong.

Dr. Ka Fu Cheung

Mr. Alex Cheung

Managing Director, Head of Institutional Banking Group DBS (Hong Kong) Limited

Mr. Alex Cheung is DBS Bank’s Managing Director and Head of Institutional Banking Group, Hong Kong. He joined the bank in July 2009.

Mr. Cheung is responsible for growing the bank’s franchise in the corporate and commercial banking businesses in
Hong Kong.

Mr. Cheung is a seasoned banker with over 30 years of corporate and commercial banking experience with diversified industry, product and institutional exposure. Prior to joining DBS, he was the General Manager of North East Asia for OCBC Bank. Prof. Albert Ip

Albert Ip was an International banking executive, with over 30 years of experience in the U.S. and Hong Kong. Previously Managing Director at Citigroup and Managing Director (Investments) at Merrill Lynch (Asia Pacific), Mr. Ip was Chief Executive Officer of Langham Hospitality Investments from 2014 to 2019.

Mr. Ip is an Independent Non-executive Director of New World Development, Power Assets, Hutchison Telecommunications Hong Kong and Lifestyle International Holdings. He is also a non-executive Director of Eagle Asset Management (CP) Limited. Mr. Ip was previously Independent Non-executive Director of Hopewell Holdings, Hopewell Highway Infrastructure, New World China Land, TOM Group and Aeon Credit Service (Asia) Co.

Mr. Ip is a Council Member of Hong Kong University of Science and Technology. He is a trustee of the Board of Trustees at Washington University in St. Louis and an alumni Hall of Fame at the Electrical and Systems Engineering. He was previously a Council Member of Lingnan University and a Board of Governor of Technological & Higher Education Institute.

He is an Adjunct Professor of Chinese University, City University, Hang Seng University and Hong Kong University of Science and Technology. He is also an Adjunct Distinguished Professor in Practice at University of Macau.

Over the past 10 years, Bruce was leading many strategic consultancy on smart city, climate resilience, city informatics and circular economy for city governments, private developers and organizations such as World Bank, ADB, ACCCRN, APEC, Rockefeller, Ellen MacArthur Foundation (EMF). Over the past two years, Bruce has focused on statistical based approach for conducting TCFD, ESG and related climate risk consultancy for top-tier listed companies.

Dr. Shauhrat S. Chopra received his PhD in Civil and Environmental Engineering from the Swanson School of Engineering at the University of Pittsburgh, USA, in 2015. His doctoral dissertation was focused on resilience of complex systems including economic systems, industrial symbiosis, and critical infrastructure systems at urban and national levels. Before joining the School of Energy and Environment, Shauhrat worked as a Postdoctoral Researcher at the Institute for Environmental Science and Policy, University of Illinois at Chicago, on the U.S. EPA funded LCnano project focused on sustainable design of future transformative emerging technologies, such as nano-enabled products. His data-driven research is focused on designing indicators for sustainability and resilience of the built environment in support of environmental decision-making.

Dr. Anthony Kwok-yung Law graduated from the University of Minnesota, Institute of Technology, Mechanical Engineering Department and later received his Ph.D. from the Hong Kong Polytechnic University, Building Services Engineering Department. He has been utilizing his knowledge of particle measurement and instrumentations from his early study to develop the Indoor Air Quality assessment scheme for commercial buildings in Hong Kong, which has been adopted by the HKEPD.

“Passionate and persistent” describe Aldrin Or on his path to becoming a successful innovator. After graduating from HKUST in industrial engineering, Or and his partner invented a nano scaffolding for artificial tissue growth using a 3D printing method.

When the COVID-19 pandemic surged in early 2020, critical shortages of personal protective equipment (PPE) arose immediately, Or and his team began developing filtering material with strong positive polarity (named C-Polar for short) and experimented extensively, often with western and independent institutes. Or’s team discovered that C-Polar was able to significantly arrest bacteria, to a much greater degree than meltblown fabric.

The invention of C-Polar bioelectret materials can give PPE the ability to remove bacteria and viruses with a particulate filtering efficiency exceeding 99.9%. Rather than simply passive protection, C-Polar proactively arrests and inhibits both coronavirus and enterovirus with a ratio of over 99.9% in five minutes. In addition, the strong positive polarity is independent of humidity and temperature, which maintains ultrahigh filtration and disinfection efficiency.

Mr. Pirumsho Valizoda

Valizoda Pirumsho, Head of the Unit of relations on sustainable development issues /Department of external economic relations at the Ministry of foreign affairs of the Republic of Tajikistan.
Valizoda Pirumsho is a young expert on Tajikistan PPP and private sector development. He studied international economic relations in a prestigious Tajikistan Institute of entrepreneurship and service and obtained Master of Science in International Cooperation Policy from a top Japan’s Asia-Pacific University of “Ritsumeikan”. His Master thesis topic is on using PPP as an efficient tool for attracting private investment for hydropower infrastructure projects in Tajikistan.
He started his career as a financial auditor at the largest Tajikistan aluminum producing company “TALCO” in 2010. In 2012 he joined the State Committee on investment and state property management of the Republic of Tajikistan. At the Investment Committee he worked in positions of lead and chief specialist of the Entrepreneurship support Department and last position of deputy head of the Department. During the long work period at the Investment Committee he was involved on private sector development promotion, business environment enhancing and PPP development. Recently, he joined the Ministry of foreign affairs. At the Department of external economic relations of the Tajikistan MoFA he conducts economic diplomacy, promotes economic interests of Tajikistan in relations with foreign countries and international organizations.

His research interests are International Political Economy, Public Economics, and Natural Resource and Environmental Economics. Tsui’s research on the ‘resource curse’ investigates the economic and political consequences of oil abundance. Tsui’s publications appear in American Economic Journal: Macroeconomics, B.E. Journal of Economic Analysis and Policy, Economic Journal, Economic Theory, Economics and Politics, Journal of Financial Intermediation, Journal of Public Economics, and Scandinavian Journal of Economics.
